2011年3月11日，海嘯引發了福島核電站的核泄露，并且海嘯順帶將泄露出的放射性物質沖到了福島的土地上，污染了超過25,000公頃的農田，而這里曾是日本最重要的農業地區之一。 自從災難發生之后，人們一直對福島的產物心懷戒備。METER的環境技術專家在事故發生后的幾年中一直在與東京大學的一位博士和NPO福島精工進行合作研究，尋找可以完美將農作物的放射性物質去除的方法。雖然如今數據顯示農作物的放射性物質已經消失，達到了可以安全食用的標注哪，但是人們依舊不愿意相信數據。
因此Serviceplan與METER合作制作了《福島制造》一書，不同于其他書籍，《福島制造》的紙張由去污的稻草制成，并且全書的內容主要為介紹METER如何凈化農作物，并且將這些農作物當作媒介，將這些數據變得更容易讓人們理解。書中包括攝影、訪談、報告等內容，讓數據以多種形態可視化。
